Msweli Mdluli, a legislator in the Swaziland Parliment who blamed the country’s drought on women who no longer cover their heads, as is customary, was accused of insulting women and the nation’s intelligence by a feminist group that asked why Mdluli did not blame the lack of rain on men who wear trousers instead of traditional loincloths.
